When you must register

Register when your taxable supplies exceed, or are likely to exceed, either threshold. The Value Added Tax (Amendment) Act, No. 14 of 2026 kept both unchanged; the cut to Rs. 36 million proposed earlier in 2026 did not become law.

Foreign digital services

From 1 July 2026, non-resident businesses that supply services to people in Sri Lanka through electronic platforms, such as streaming, apps and online software, must register for VAT once they pass the same thresholds.

VAT and SSCL are different

The Social Security Contribution Levy is a separate 2.5% levy on a business’s liable turnover. It is not VAT, and this calculator does not include it. The liable share of turnover depends on the activity:

FAQ

VAT in Sri Lanka: common questions

Multiply the price before VAT by 18% to get the VAT, then add it to the price. For Rs. 10,000.00, the VAT is Rs. 1,800.00 and the total is Rs. 11,800.00. In one step, multiply by 1.18.

Multiply the VAT-inclusive price by 18/118 to find the VAT inside it, or divide by 1.18 to find the price before VAT. For Rs. 11,800.00, the VAT is Rs. 1,800.00 and the price before VAT is Rs. 10,000.00. Taking 18% off the total gives the wrong answer.

The standard rate is 18%, in force since 1 January 2024. Exports are zero-rated, and some goods and services are exempt under the First Schedule of the VAT Act. For taxable periods starting on or after 1 July 2026, VAT on financial services is 20.5%, worked out on the value added by the business rather than on a price.

A business must register for VAT when its taxable supplies exceed, or are likely to exceed, Rs. 15,000,000 in a quarter or Rs. 60,000,000 in 12 months. The Value Added Tax (Amendment) Act, No. 14 of 2026 kept these thresholds unchanged; the reduction to Rs. 36 million proposed earlier in 2026 was not enacted.

No. The Social Security Contribution Levy (SSCL) is a separate levy of 2.5% on a business's liable turnover. How much turnover is liable depends on the activity: for example 100% for services and imports, 85% for manufacturing and 50% for most wholesale and retail sales. It is not part of the VAT on an invoice.

VAT is payable on or before the 20th day of the following month. The return is due on or before the last day of the month after the end of each taxable period. For taxable periods from 1 July 2025, returns must be filed online through the Inland Revenue Department’s e-Services.

No. Only VAT-registered businesses can charge VAT and issue tax invoices. If a supplier is not registered, their price should not include a VAT amount.
