Mercantile Holidays vs Public Holidays vs Bank Holidays in Sri Lanka: What's the Difference?

Sri Lanka has 25 public holidays in 2027, all of them bank holidays, but only 8 are mercantile holidays.

Sri Lanka's holiday calendar uses three labels, and they decide different things:

  • Public holidays are declared under the Holidays Act and close government offices.
  • Bank holidays close banks.
  • Mercantile holidays are the paid holidays private-sector shop and office employees are entitled to.

In 2027 there are 25 public holidays, all of which are also bank holidays, and 8 of them are mercantile holidays. (Central Bank of Sri Lanka: Bank Holidays 2027)

If you run payroll in the private sector, the mercantile list is the one that decides who gets a paid day off. The 12 Full Moon Poya days are handled separately.

Public holidays

Public holidays come from the Holidays Act No. 29 of 1971. (Holidays Act)

  • Automatic public holidays: every Full Moon Poya day and every Sunday (Section 2).
  • Scheduled public holidays: the days listed in the Act's First Schedule (Section 3), such as Independence Day, Thai Pongal and the religious festival days.
  • How the list is set: the Minister in charge of public administration can amend the schedule by Gazette Order (Section 4), which is how each year's list is published.
  • Special public holidays: the Minister can also declare one-off holidays outside the regular schedule (Section 10).

Under Section 5(1), a public holiday is a dies non, a day on which no official business is done, and it must be kept as a holiday. In practice, this is the calendar government offices and state schools follow.

A public holiday does not by itself give every private-sector employee a paid day off. That depends on the law that covers the employee, which for most offices and shops is the Shop and Office Employees Act.

Bank holidays

Bank holidays come from the same Act and decide when banks close.

  • Automatic bank holidays: every Full Moon Poya day and every Sunday (Section 2).
  • Scheduled bank holidays: the days in the Act's Second Schedule (Section 3), again updated by Gazette Order.
  • Closure is mandatory: under Section 5(2), every bank holiday must be kept as a close holiday in every bank.
  • Weekends: the Central Bank's 2027 list states that all Saturdays and Sundays are bank holidays. (CBSL: Bank Holidays 2027)

Why this matters for payroll. Under Section 6, a payment that falls due on a bank holiday doesn't have to be made that day. The obligation moves to the next day that isn't a bank holiday. Because banks are closed, salary transfers and other bank-processed payments may not clear on these days. Plan your pay dates around the bank holiday list, not just the mercantile one.

In 2027, every public holiday is also a bank holiday, so the two lists contain the same 25 dates.

Mercantile holidays

"Mercantile holiday" isn't a term used in the Holidays Act. It's the common name for the public holidays that employees covered by the Shop and Office Employees (Regulation of Employment and Remuneration) Act No. 19 of 1954 get as paid days off.

The Department of Labour says these employees are entitled to a holiday with full pay on public holidays declared under the Holidays Act, up to a maximum of 9 days a year. (Department of Labour: Salary, wages and leave)

The Central Bank marks 8 dates as mercantile holidays in 2027 (CBSL: Bank Holidays 2027):

  1. Tamil Thai Pongal Day
  2. Independence Day
  3. Day prior to Sinhala and Tamil New Year Day
  4. Sinhala and Tamil New Year Day
  5. May Day
  6. Day following Vesak Full Moon Poya Day
  7. Milad-Un-Nabi (Holy Prophet's Birthday)
  8. Christmas Day

Who is covered. The Shop and Office Employees Act applies to most employees in private-sector shops and offices, with some exclusions set out in the Act. Workers in trades covered by a Wages Board, such as many factory and plantation workers, may have different holiday terms under their Wages Board decision. Check which law covers each group of staff before you build your holiday calendar.

Where Full Moon Poya days fit in

Poya days are both public and bank holidays automatically under Section 2 of the Holidays Act. The Central Bank's list doesn't mark them as mercantile holidays, but that doesn't mean shop and office staff work through them.

The Department of Labour says shop and office employees get a holiday on every Full Moon Poya day, as a separate entitlement from the public holiday limit. (Department of Labour: Salary, wages and leave)

One rule to know: if a Poya day falls on a statutory holiday, a weekly holiday or a weekly half-holiday, the employee doesn't get an extra day in place of it.

So for a shop or office employee in 2027, the holidays add up like this:

This is before weekly holidays, annual leave and casual leave, and before the overlap rule above, which applies when a Poya day falls on a weekend.

Five public holidays are neither mercantile nor Poya: Mahasivarathri, Eid-Ul-Fitr, Good Friday, Eid-Ul-Alha and Deepavali. Government offices and banks close on these days. Because they aren't on the mercantile list, the statutory paid-holiday entitlement for shop and office staff doesn't cover them, but your contracts or company policy may still give them.

The Islamic festival dates depend on the sighting of the moon and can shift. For the full calendar with long weekends, see the Sri Lanka holidays 2027 page.

What employers need to do

For shop and office employees, the two holiday types carry different pay rules if someone has to work.

Holiday worked

What the employee is owed

Mercantile holiday

At least twice the daily salary, or a substitute holiday on any day before 31 December of the same year

Full Moon Poya day

At least 1.5 times the daily salary

These rates come from a legal summary of holiday entitlements under Sri Lankan labour law. The Department of Labour's page doesn't publish the rates in text form, so confirm them with the Department or your legal adviser before you set them in payroll.

For monthly-paid staff, the Department of Labour says "full remuneration" for a holiday means pay at their normal rate for the day before the holiday.

A practical checklist for the year:

  • Confirm which law covers each group of staff: Shop and Office Act, a Wages Board, or contract terms only.
  • Load the 8 mercantile holidays and 12 Poya days into your leave calendar for 2027.
  • Decide your policy for the 5 public holidays that aren't mercantile, and put it in writing.
  • Set holiday-work pay rates in payroll, or track substitute days so they're taken before 31 December.
  • Move pay dates and bank transfers that fall on bank holidays or weekends.
  • Watch for changes to the Islamic festival dates and any special holidays the government declares during the year.

Frequently asked questions

What is a mercantile holiday in Sri Lanka?

It's a public holiday that private-sector shop and office employees get as a paid day off under the Shop and Office Employees Act. There are 8 in 2027.

Is every public holiday a mercantile holiday?

No. In 2027 there are 25 public holidays, but only 8 are mercantile holidays. The 12 Poya days are a separate entitlement, and 5 religious festival days are public holidays only.

What is the difference between a public holiday and a bank holiday?

Public holidays are kept by government institutions, and bank holidays are days banks must close. Both are set under the Holidays Act. In 2027 the two lists are identical, and banks also close every Saturday and Sunday.

Do private companies have to close on public holidays?

Not necessarily. A private business's obligations come from the law covering its employees. For shop and office staff, that's the mercantile holidays and Poya days.

Are Poya days mercantile holidays?

They aren't marked as mercantile holidays, but shop and office employees are still entitled to a holiday on every Full Moon Poya day.

How many mercantile holidays are there in 2027?

Eight: Thai Pongal, Independence Day, the day before and the day of Sinhala and Tamil New Year, May Day, the day after Vesak, Milad-Un-Nabi and Christmas.

What if a mercantile holiday falls on a weekend?

The gazetted date stays the same; the official list doesn't move holidays to a weekday. In 2027, May Day and Christmas fall on Saturdays and Milad-Un-Nabi falls on a Sunday. If your staff work Saturdays, or you're unsure whether a replacement day is owed, check with the Department of Labour.

Keep holidays and payroll in one place

VixHR leave management puts holidays, leave requests and approvals on one shared company calendar. Attendance and overtime flow into payroll, so holiday work gets paid in the same run.
